Narrative:
While acting as safety pilot, we were on the ILS approach to runway 02 at dan. I notified surrounding traffic of our position on CTAF. I called lanta intersection inbound. Somewhere between lanta and fabic OM, the pilot turned down the radio vol. At fabic, I called our position and inquired about other traffic. I received no answer, but thought it not out of the ordinary for sunday. I called our position 2 mi from the threshold. Earlier communications with unicom had advised runway 24 in use. At 1 mi from the threshold, I called our position, turned the radio vol up and received no response. At 1/2 mi from the threshold, we were at 400' AGL. Both pilot and I were looking out the wind screen and noticed an small aircraft 200' above us and 2000' feet over our right wing. The small aircraft had just departed runway 02. 2 problems exist: radio vol turned up; aircraft on runway 02 should have waited till we went missed approach.

Narrative: WHILE ACTING AS SAFETY PLT, WE WERE ON THE ILS APCH TO RWY 02 AT DAN. I NOTIFIED SURROUNDING TFC OF OUR POS ON CTAF. I CALLED LANTA INTXN INBND. SOMEWHERE BTWN LANTA AND FABIC OM, THE PLT TURNED DOWN THE RADIO VOL. AT FABIC, I CALLED OUR POS AND INQUIRED ABOUT OTHER TFC. I RECEIVED NO ANSWER, BUT THOUGHT IT NOT OUT OF THE ORDINARY FOR SUNDAY. I CALLED OUR POS 2 MI FROM THE THRESHOLD. EARLIER COMS WITH UNICOM HAD ADVISED RWY 24 IN USE. AT 1 MI FROM THE THRESHOLD, I CALLED OUR POS, TURNED THE RADIO VOL UP AND RECEIVED NO RESPONSE. AT 1/2 MI FROM THE THRESHOLD, WE WERE AT 400' AGL. BOTH PLT AND I WERE LOOKING OUT THE WIND SCREEN AND NOTICED AN SMA 200' ABOVE US AND 2000' FEET OVER OUR RIGHT WING.
