Narrative:

I was cleared to land runway 10. Another aircraft was cleared to land runway 04 and take the first high speed taxiway. Other pilot said that he could not comply. Other pilot said that he could not comply. Other pilot was then told to hold short of runway 10 for landing traffic. I watched the other aircraft land and started to slow down. I continued my approach and then noticed that other aircraft had begun to cross runway 10. I was already low and slow and made my decision to land. I estimate that at the time the aircraft had begun to cross the runway I still had sufficient spacing to land safely. ATC was busy. Other pilot misunderstood instructions. ATC gave other pilot 2 instructions (taxi off at high speed and hold short 10) in short period of time. Prevention: ATC should be more precise on instructions. Both pilots communicate with ATC and reply that instructions are understood and can or cannot comply. Callback conversation with reporter revealed the following: reporter stated that he did not overfly the medium large transport. The medium large transport crossed behind him. He crossed the intersection at approximately 200' and the medium large transport went through the intersection. There was enough runway remaining for him to land safety. That is the reason he continued to a landing. Close but no chance of a collision.

Title: LNDG ACFT DID NOT HOLD SHORT OF INTERSECTING RWY AND BARELY PASSED BEHIND A LNDG ACFT ON THAT RWY.

Narrative: I WAS CLRED TO LAND RWY 10. ANOTHER ACFT WAS CLRED TO LAND RWY 04 AND TAKE THE FIRST HIGH SPD TXWY. OTHER PLT SAID THAT HE COULD NOT COMPLY. OTHER PLT SAID THAT HE COULD NOT COMPLY. OTHER PLT WAS THEN TOLD TO HOLD SHORT OF RWY 10 FOR LNDG TFC. I WATCHED THE OTHER ACFT LAND AND STARTED TO SLOW DOWN. I CONTINUED MY APCH AND THEN NOTICED THAT OTHER ACFT HAD BEGUN TO CROSS RWY 10. I WAS ALREADY LOW AND SLOW AND MADE MY DECISION TO LAND. I ESTIMATE THAT AT THE TIME THE ACFT HAD BEGUN TO CROSS THE RWY I STILL HAD SUFFICIENT SPACING TO LAND SAFELY. ATC WAS BUSY. OTHER PLT MISUNDERSTOOD INSTRUCTIONS. ATC GAVE OTHER PLT 2 INSTRUCTIONS (TAXI OFF AT HIGH SPD AND HOLD SHORT 10) IN SHORT PERIOD OF TIME. PREVENTION: ATC SHOULD BE MORE PRECISE ON INSTRUCTIONS. BOTH PLTS COMMUNICATE WITH ATC AND REPLY THAT INSTRUCTIONS ARE UNDERSTOOD AND CAN OR CANNOT COMPLY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED THAT HE DID NOT OVERFLY THE MLG. THE MLG CROSSED BEHIND HIM. HE CROSSED THE INTXN AT APPROX 200' AND THE MLG WENT THROUGH THE INTXN. THERE WAS ENOUGH RWY REMAINING FOR HIM TO LAND SAFETY. THAT IS THE REASON HE CONTINUED TO A LNDG. CLOSE BUT NO CHANCE OF A COLLISION.
