Narrative:
The 2 aircraft were 8 mins apart. Eastbound large transport requested climb from FL330 to FL370. Westbound medium large transport head-on traffic at FL350. The large transport was cleared to FL370. When mode C indicated FL350, the large transport appeared to be climbing too slowly and was given a restriction to be level at FL370 in 2 mins. The pilot said he was doing 500 FPM. The large transport and medium large transport were both issued left turns. Both pilots acknowledged. The mlt said that he saw his traffic. The medium large transport did not appear to turn for about another minute. The large transport reported FL370 and both aircraft were cleared on course.
