Narrative:

Approach control cleared us for ILS 8 approach , G/south was out, to burbank. The captain was flying and he started down. Approach advised us of traffic and to switch to tower. Upon looking up from switching to tower, I saw an small aircraft at about 1 O'clock turning away from us. We were past van nuys but I didn't look at the altitude because I was watching the small aircraft who was probably in the pattern for van nuys. I think the approach control should give the altitude restriction over van nuys when clearing us for the approach.

Title: ACR MLG ALT DEVIATION CROSSING RESTRICTION NOT MET.

Narrative: APCH CTL CLRED US FOR ILS 8 APCH , G/S WAS OUT, TO BURBANK. THE CAPT WAS FLYING AND HE STARTED DOWN. APCH ADVISED US OF TFC AND TO SWITCH TO TWR. UPON LOOKING UP FROM SWITCHING TO TWR, I SAW AN SMA AT ABOUT 1 O'CLOCK TURNING AWAY FROM US. WE WERE PAST VAN NUYS BUT I DIDN'T LOOK AT THE ALT BECAUSE I WAS WATCHING THE SMA WHO WAS PROBABLY IN THE PATTERN FOR VAN NUYS. I THINK THE APCH CTL SHOULD GIVE THE ALT RESTRICTION OVER VAN NUYS WHEN CLRING US FOR THE APCH.
