Narrative:
I was going to bil on a mail flight and I was fir in IMC. There was an light transport Y with air carrier logo doing either pilot training or check ride, making numerous approachs to bil. Bil was reporting 8000' scattered and 20 mi visibility. Approach control and tower were closed for the night, and FSS was issuing advisories on tower frequency. I was cleared for the approach and descended to MEA (6000' MSL) and was still in clouds. At 11 DME from the airport center advised me of converging traffic 1 O'clock and 1 mi at 5700'. I said I was IMC. (It was the light transport Y on the 10 mi arc to its approach to 9L bil.) I flew out of the clouds at 10 DME at 6000' and the other aircraft was right there. I pulled back on the yoke and went back into the clouds. He passed right under me. He never did see me. Bil WX was not as good 10 west as it was at airport and the light transport did not have legal cloud sep.

I WAS CLRED FOR THE APCH AND DSNDED TO MEA (6000' MSL) AND WAS STILL IN CLOUDS. AT 11 DME FROM THE ARPT CENTER ADVISED ME OF CONVERGING TFC 1 O'CLOCK AND 1 MI AT 5700'. I SAID I WAS IMC.
