Narrative:
Loop 7 departure from lax. A heading of 180 degree was assigned with instructions 'resume departure, comply with all altitude restrictions.' after 8000' MSL climb performance began to degrade, so I continued heading south so as to start a left turn at 9000' MSL to comply with SID altitude restrictions. During the turn la departure advised, 'you are well east of the VOR, turn to heading 360 degree, intercept right outbnd.' (lax departure page 10-3E says nothing about staying west of lax for nor did controller so state). Consequently when passing lax VOR approximately 4 mi east, altitude was 9600' MSL not 10000', keggs was xed at 12600' MSL and coopp at 14500' MSL. Since the controller, by assigning the 360 degree heading, had reduced the distance I had to travel I was unable to meet the SID altitude restrictions.

Title: FLT CREW OF HEAVY WDB UNABLE TO MAKE CROSSING RESTRICTIONS ON SID AFTER VECTOR BY DEP CTL.
Narrative: LOOP 7 DEP FROM LAX. A HDG OF 180 DEG WAS ASSIGNED WITH INSTRUCTIONS 'RESUME DEP, COMPLY WITH ALL ALT RESTRICTIONS.' AFTER 8000' MSL CLB PERFORMANCE BEGAN TO DEGRADE, SO I CONTINUED HDG S SO AS TO START A L TURN AT 9000' MSL TO COMPLY WITH SID ALT RESTRICTIONS. DURING THE TURN LA DEP ADVISED, 'YOU ARE WELL E OF THE VOR, TURN TO HDG 360 DEG, INTERCEPT R OUTBND.' (LAX DEP PAGE 10-3E SAYS NOTHING ABOUT STAYING W OF LAX FOR NOR DID CTLR SO STATE). CONSEQUENTLY WHEN PASSING LAX VOR APPROX 4 MI E, ALT WAS 9600' MSL NOT 10000', KEGGS WAS XED AT 12600' MSL AND COOPP AT 14500' MSL. SINCE THE CTLR, BY ASSIGNING THE 360 DEG HDG, HAD REDUCED THE DISTANCE I HAD TO TRAVEL I WAS UNABLE TO MEET THE SID ALT RESTRICTIONS.
