Busy sectors combined up. Major WX impacting the area. All aircraft deviating for WX. An medium large transport X held down by ZMA to FL230 from fll to orl finally got a climb and converged with an medium large transport Y climbing out of mlb. Neither aircraft climb performance good. Medium large transport X not responding to several radio calls. Finally had to descend the medium large transport Y back down to avoid medium large transport X who wasn't climbing or turning or responding to radio calls in a timely manner.

Narrative: BUSY SECTORS COMBINED UP. MAJOR WX IMPACTING THE AREA. ALL ACFT DEVIATING FOR WX. AN MLG X HELD DOWN BY ZMA TO FL230 FROM FLL TO ORL FINALLY GOT A CLB AND CONVERGED WITH AN MLG Y CLBING OUT OF MLB. NEITHER ACFT CLB PERFORMANCE GOOD. MLG X NOT RESPONDING TO SEVERAL RADIO CALLS.
