Narrative:

While descending through 3500' MSL on visibility approach to runway 27 at san diego lindbergh airport, traffic was issued at 11 O'clock at 2500' MSL. We were told to not descend lower than 3000' MSL which we complied with. The small aircraft traffic passed under our aircraft and was spotted by the first officer on his side. We continued descent keeping visibility on the small aircraft Y. Our passengers saw the small aircraft and we discussed the incident with them as they deplaned. Tower told us the small aircraft was flying in the san diego TCA west/O clearance and west/O any radio communications.

Title: NMAC. UNAUTH PENETRATION OF AIRSPACE.

Narrative: WHILE DSNDING THROUGH 3500' MSL ON VIS APCH TO RWY 27 AT SAN DIEGO LINDBERGH ARPT, TFC WAS ISSUED AT 11 O'CLOCK AT 2500' MSL. WE WERE TOLD TO NOT DSND LOWER THAN 3000' MSL WHICH WE COMPLIED WITH. THE SMA TFC PASSED UNDER OUR ACFT AND WAS SPOTTED BY THE F/O ON HIS SIDE. WE CONTINUED DSNT KEEPING VIS ON THE SMA Y. OUR PAXS SAW THE SMA AND WE DISCUSSED THE INCIDENT WITH THEM AS THEY DEPLANED. TWR TOLD US THE SMA WAS FLYING IN THE SAN DIEGO TCA W/O CLRNC AND W/O ANY RADIO COMS.
