Narrative:
En route from motel to airport I could see the WX was lower than reported the previous hour. Tried to get latest WX but couldn't get through to wichita FSS. Saw plane land on runway 17 and estimated bases were at least 1000' and visibility at least 4 mi. All txwys were torn up except the one in the center of runway 17-35. Winds were virtually calm. Announced over unicom that we were back taxiing for departure on runway 17. Left unicom frequency on #2 radio audio on and tried 6 times to raise kansas city center on remote frequency. As we were in a hurry, decided to pick up clearance in air. Over center frequency we heard an small transport Y inbound for the runway 17 VOR approach. Heard him call unicom for advisory as we were trying to contact center for clearance. He didn't state his position or announce he was on the approach or report the FAF. We decided as he was going to shoot the runway 17 approach that we would depart runway 17 and pick up clearance in the air. I announced that we were departing runway 17 to the south. Other pilot was flying. Just after I announced, small transport Y announced he was 'swinging around for runway 35.' I figured he surely had us in sight if he was circling to land. I also had all our landing lights on. I then noticed him on final. I first thought he was landing on runway 31 but he kept coming. Other pilot chopped power and pulled plane off to the edge of runway. Small transport Y went around at this time. Small transport Y pilot accused us of not following procedures. True, we should have gotten a clearance before departure.he should have announced his intentions on unicom. I also believe he cancelled his flight plan in the air as I never heard him so it after this incident and never heard him report the FAF. I believe we were oth responsible for poor procedures and communications.

Title: CONFLICTING CPR SMT'S GO AROUND AND ABORT TKOF RESPECTIVELY AT UNCONTROLLED ARPT.
Narrative: ENRTE FROM MOTEL TO ARPT I COULD SEE THE WX WAS LOWER THAN RPTED THE PREVIOUS HR. TRIED TO GET LATEST WX BUT COULDN'T GET THROUGH TO WICHITA FSS. I ANNOUNCED THAT WE WERE DEPARTING RWY 17 TO THE S. OTHER PLT WAS FLYING. JUST AFTER I ANNOUNCED, SMT Y ANNOUNCED HE WAS 'SWINGING AROUND FOR RWY 35.' I FIGURED HE SURELY HAD US IN SIGHT IF HE WAS CIRCLING TO LAND. I ALSO HAD ALL OUR LNDG LIGHTS ON. I THEN NOTICED HIM ON FINAL. I FIRST THOUGHT HE WAS LNDG ON RWY 31 BUT HE KEPT COMING. OTHER PLT CHOPPED PWR AND PULLED PLANE OFF TO THE EDGE OF RWY. SMT Y WENT AROUND AT THIS TIME. SMT Y PLT ACCUSED US OF NOT FOLLOWING PROCS. TRUE, WE SHOULD HAVE GOTTEN A CLRNC BEFORE DEP.HE SHOULD HAVE ANNOUNCED HIS INTENTIONS ON UNICOM. I ALSO BELIEVE HE CANCELLED HIS FLT PLAN IN THE AIR AS I NEVER HEARD HIM SO IT AFTER THIS INCIDENT AND NEVER HEARD HIM RPT THE FAF. I BELIEVE WE WERE OTH RESPONSIBLE FOR POOR PROCS AND COMS.
