Narrative:

Flying practice approaches in real IMC. First issue was on departure from runway. Assigned altitude by ATC was 3000 and [I] climbed to 4000. No conflict occurred. Acknowledged to ATC that I was correcting to correct altitude. No further communication on the issue. Reason was setting up for first approach and poor scan which is why I was flying practice approaches. Second issue was on final of RNAV approach. Entered small cloud bank just above the decision height on approach end of runway. Was off localizer to the left/east. Tower indicated low altitude alert and climb at the same time I was correcting and going missed approach. Due to being off localizer I should have gone missed approach sooner. If I was not practicing hand flying I would have been on a coupled approach but I wanted to work on my hand flying and scan.
