Narrative:
During initial climbout after flaps selected up we received an EICAS message flap fail. Flaps indicated zero. Completed QRH. Did not deem it safe to return or [divert to] nearby airports due to snow storms and low visibility. Contacted dispatch and discussed continuing. Confirmed the longest runway at [our destination] was closed so we decided to divert for a longer runway. Crew and dispatch agreed on ZZZ. [Advised ATC] and diverted to ZZZ. Had crash fire rescue equipment (crash fire rescue) check our brake temps after landing. Maintenance flap failure [was the cause].
