Narrative:
Air carrier X ont-ord takeoff 181000#, 81 degrees F, takeoff runway 26R, cleared pom 4 departure to daggett. Reached 2800' just crossing pom VOR. Approximately 3 mi past VOR (pom) switched to lax ARTCC (118.55). On initial contact advised them we would have a difficult time making dowst altitude crossing. Radio call acknowledged but no reference made to dowst comment. Approximately 10 mi northwest pom, we told center we would have difficulty making dowst and asked for relief from the dowst crossing altitude. The call was not acknowledged. We crossed dowst at 12000' turned toward daggett. Lax ARTCC asked us to call ZLA when we landed, obviously because we had not adhered to the published crossing altitude. It should be noted that the published pom 4 departure (pom 4.pom) requires a minimum climb gradient of 385 FPM to 12000' on the daggett transition.
Original NASA ASRS Text
Title: ACR X FAILED TO COMPLY WITH ATC CLRNC. UNDERSHOT ALT CROSSING RESTRICTION. SITUATION: LGT TYPE ACFT UNABLE TO COMPLY WITH DOWST CROSSING RESTRICTION DURING HOT WX.
Narrative: ACR X ONT-ORD TKOF 181000#, 81 DEGS F, TKOF RWY 26R, CLRED POM 4 DEP TO DAGGETT. REACHED 2800' JUST XING POM VOR. APPROX 3 MI PAST VOR (POM) SWITCHED TO LAX ARTCC (118.55). ON INITIAL CONTACT ADVISED THEM WE WOULD HAVE A DIFFICULT TIME MAKING DOWST ALT XING. RADIO CALL ACKNOWLEDGED BUT NO REF MADE TO DOWST COMMENT. APPROX 10 MI NW POM, WE TOLD CENTER WE WOULD HAVE DIFFICULTY MAKING DOWST AND ASKED FOR RELIEF FROM THE DOWST XING ALT. THE CALL WAS NOT ACKNOWLEDGED. WE CROSSED DOWST AT 12000' TURNED TOWARD DAGGETT. LAX ARTCC ASKED US TO CALL ZLA WHEN WE LANDED, OBVIOUSLY BECAUSE WE HAD NOT ADHERED TO THE PUBLISHED XING ALT. IT SHOULD BE NOTED THAT THE PUBLISHED POM 4 DEP (POM 4.POM) REQUIRES A MINIMUM CLB GRADIENT OF 385 FPM TO 12000' ON THE DAGGETT TRANSITION.
