Narrative:
Ont pom 4 departure restriction 'cross dowst at 14000'.' ont ATIS says to advise tower if unable to meet dowst altitude. Dowst is about 28 NM from ont. Air carrier X departed ont runway 26R at 96% of our maximum gross weight. We thought the aircraft was climbing well until we flew into an inversion of warmer air at which time the rate of climb fell off. We advised ont departure control 'we're unable dowst' at 14000', and they told us to climb and maintain 13000'. The large transport does not have on board equipment to show performance projections and crews are not aware of inversion performance effects. We're unable to determine before takeoff if able dowst at 14000'.
Original NASA ASRS Text
Title: ACR X UNDERSHOT ALT CROSSING RESTRICTION. SITUATION: LGT TYPE ACFT UNABLE TO COMPLY WITH DOWST CROSSING RESTRICTION DURING HOT WX.
Narrative: ONT POM 4 DEP RESTRICTION 'CROSS DOWST AT 14000'.' ONT ATIS SAYS TO ADVISE TWR IF UNABLE TO MEET DOWST ALT. DOWST IS ABOUT 28 NM FROM ONT. ACR X DEPARTED ONT RWY 26R AT 96% OF OUR MAX GROSS WT. WE THOUGHT THE ACFT WAS CLBING WELL UNTIL WE FLEW INTO AN INVERSION OF WARMER AIR AT WHICH TIME THE RATE OF CLB FELL OFF. WE ADVISED ONT DEP CTL 'WE'RE UNABLE DOWST' AT 14000', AND THEY TOLD US TO CLB AND MAINTAIN 13000'. THE LGT DOES NOT HAVE ON BOARD EQUIP TO SHOW PERFORMANCE PROJECTIONS AND CREWS ARE NOT AWARE OF INVERSION PERFORMANCE EFFECTS. WE'RE UNABLE TO DETERMINE BEFORE TKOF IF ABLE DOWST AT 14000'.
