Narrative:
On downwind vector at 4000', 250 KTS approach reported an small aircraft Y at 1-2 O'clock climbing out of 2500 to 7500', mode C inoperative. A short time later I sighted small aircraft Y and took positive actin to avoid. We turned 60 degrees to the right and descended 500' to avoid small aircraft Y. Small aircraft Y passed 500' vertical and 500' horizontal, then returned to heading and altitude excellent job by controller! Very hazy conditions.

Narrative: ON DOWNWIND VECTOR AT 4000', 250 KTS APCH RPTED AN SMA Y AT 1-2 O'CLOCK CLBING OUT OF 2500 TO 7500', MODE C INOP. A SHORT TIME LATER I SIGHTED SMA Y AND TOOK POSITIVE ACTIN TO AVOID. WE TURNED 60 DEGS TO THE RIGHT AND DSNDED 500' TO AVOID SMA Y. SMA Y PASSED 500' VERT AND 500' HORIZ, THEN RETURNED TO HDG AND ALT EXCELLENT JOB BY CTLR! VERY HAZY CONDITIONS.
