Narrative:
Just after handoff from approach control to tower TCASII went to RA 01 indication. First officer was flying and made a level off until RA was satisfied. Then approach was continued. When asked, tower indicated she had both aircraft in sight. No warning was issued from either approach control or tower.

Title: NMAC BTWN MLG ON AN ILS FINAL AND AN UNKNOWN ACFT. TWR CTLR CLAIMED THAT BOTH ACFT WERE INSIGHT.
Narrative: JUST AFTER HDOF FROM APCH CTL TO TWR TCASII WENT TO RA 01 INDICATION. FO WAS FLYING AND MADE A LEVEL OFF UNTIL RA WAS SATISFIED. THEN APCH WAS CONTINUED. WHEN ASKED, TWR INDICATED SHE HAD BOTH ACFT IN SIGHT. NO WARNING WAS ISSUED FROM EITHER APCH CTL OR TWR.
