Narrative:
Cleared for takeoff runway 20 at sgf airport. After rotation, we saw a bright white light at our 12 O'clock position, slightly above us. Could not determine at first any direction of movement of the target or what it was. A few seconds later, we determined that it was an aircraft landing light and both called it as traffic converging. The traffic appeared to be on landing approach in the opposite direction. He was not in contact with the tower. Took evasive action with a hard right turn. Sgf tower informed us that he was not in radio contact with the other aircraft and thanked us for the turn. They also told us they would investigate the incident. The aircraft appeared to be a single engine cessna. Near miss by an estimated 300 ft horizontal, 0 ft vertical, at about 300-400 ft AGL. This incident reinforces in my mind the see and avoid concept, regardless of airspace or type of operation. No TCASII installed in our aircraft (far part 121 supplemental/cargo). TCASII might have provided earlier conflict warning and provided opportunity to abort takeoff.

Title: NMAC BTWN DEP TFC, AN ACR CARGO MLG, AND AN ARR NORAC TFC SMA. TWR CTLR FAILED TO NOTE SMA.
Narrative: CLRED FOR TKOF RWY 20 AT SGF ARPT. AFTER ROTATION, WE SAW A BRIGHT WHITE LIGHT AT OUR 12 O'CLOCK POS, SLIGHTLY ABOVE US. COULD NOT DETERMINE AT FIRST ANY DIRECTION OF MOVEMENT OF THE TARGET OR WHAT IT WAS. A FEW SECONDS LATER, WE DETERMINED THAT IT WAS AN ACFT LNDG LIGHT AND BOTH CALLED IT AS TFC CONVERGING. THE TFC APPEARED TO BE ON LNDG APCH IN THE OPPOSITE DIRECTION. HE WAS NOT IN CONTACT WITH THE TWR. TOOK EVASIVE ACTION WITH A HARD R TURN. SGF TWR INFORMED US THAT HE WAS NOT IN RADIO CONTACT WITH THE OTHER ACFT AND THANKED US FOR THE TURN. THEY ALSO TOLD US THEY WOULD INVESTIGATE THE INCIDENT. THE ACFT APPEARED TO BE A SINGLE ENG CESSNA. NEAR MISS BY AN ESTIMATED 300 FT HORIZ, 0 FT VERT, AT ABOUT 300-400 FT AGL. THIS INCIDENT REINFORCES IN MY MIND THE SEE AND AVOID CONCEPT, REGARDLESS OF AIRSPACE OR TYPE OF OP. NO TCASII INSTALLED IN OUR ACFT (FAR PART 121 SUPPLEMENTAL/CARGO).
