Narrative:

It's been several yrs since we've had a good VFR race day. On this race day, the stealth bomber was to do a fly-by over the spdway. SOP is to hold north of town until they start their pass. The media caught wind of the fly-by and had it on the news days before. On race day, there were 4-6 VFR aircraft not talking to ATC that wanted to see the stealth up close. Most aircraft kept their distance from the stealth holding pattern (1-3 mi), but 1 aircraft decided to get a close-up view and got very close. The controller called traffic and the stealth saw him, but targets merged with no difference in altitude. This is very dangerous. VFR does not mean you can violate FARS.

Title: ATC CTLR RPT OF AN NMAC BTWN A STEALTH BOMBER AND AN UNKNOWN GA ACFT THAT CAME TOO CLOSE FOR COMFORT DURING THE AIR SHOW PORTION OF A RACING EVENT NEAR ZZZ, US.

Narrative: IT'S BEEN SEVERAL YRS SINCE WE'VE HAD A GOOD VFR RACE DAY. ON THIS RACE DAY, THE STEALTH BOMBER WAS TO DO A FLY-BY OVER THE SPDWAY. SOP IS TO HOLD N OF TOWN UNTIL THEY START THEIR PASS. THE MEDIA CAUGHT WIND OF THE FLY-BY AND HAD IT ON THE NEWS DAYS BEFORE. ON RACE DAY, THERE WERE 4-6 VFR ACFT NOT TALKING TO ATC THAT WANTED TO SEE THE STEALTH UP CLOSE. MOST ACFT KEPT THEIR DISTANCE FROM THE STEALTH HOLDING PATTERN (1-3 MI), BUT 1 ACFT DECIDED TO GET A CLOSE-UP VIEW AND GOT VERY CLOSE. THE CTLR CALLED TFC AND THE STEALTH SAW HIM, BUT TARGETS MERGED WITH NO DIFFERENCE IN ALT. THIS IS VERY DANGEROUS. VFR DOES NOT MEAN YOU CAN VIOLATE FARS.
