Narrative:
Over the past eight days; [this aircraft has] been loaded by our ramp teams in a configuration that allows load shifts. Fortunately; several of the [operations] recovery specialists are keeping a very close eye on this issue and making every attempt to correct the issue before departure. I'm told the initial load configurations in the forward belly were loaded on [two different] flights. However; [operations] recovery corrected the issue before departure. It's an ongoing issue that is only being prevented at times when a [dispatcher] or [operations] recovery specialist is on shift that's familiar with the issue. Several emails have been sent to engineering and airline technology at [company] which have been ignored. Thus; I'm filing this [report].it was explained to me that in the old [weight and balance]; this was something the ramp agents could not overlook or ignore. It gave them an error message in the past.
