Narrative:

Small transport X was taxied to runway 16 for an intersection departure from runway 23R. At the time runway 23 right was closed and there were barricades placed just south of taxiway C and just north of taxiway south on the runway. The pilot of small transport X which was on an IFR flight plan had the current ATIS information which stated that runway 23R was closed. The pilot advised me that he was ready for departure on runway 23R. I did not hear the last part of this transmission. I taxied the aircraft into position to hold as there was another aircraft on runway 16. Small transport X appeared to start a left turn to line up on runway 16. At this time I scanned the runway to be sure the previous landing aircraft was clear, then I scanned the departure corridor to be sure my helicopter departure and fish spotter would not be in small transport X's path of flight. There was also an aircraft on a 3-4 mi final for runway 16. Normally small transport X would have received a right turn to a heading of 220 degrees, but this would have placed the aircraft in direct conflict with the fish spotter. I advised small transport X to fly runway heading and cleared him for takeoff. I then turned to issue traffic to the helicopter departure. As I turned back to scan the field I observed small transport X rolling on runway 23R. At this point I felt that if any instructions were given the aircraft might have hit a barrier. The aircraft departed west/O incident. The fact that the pilot had the ATIS which stated the runway 23R was closed and the fact that the aircraft was taxied to runway 16 should have prevented the pilot from departing off not only the wrong runway but a closed runway. Also the barriers should have been visible to the pilot prior to takeoff. The #south on the runway 23R/left were not crossed out.

Title: SMT X DEPARTED ON A CLOSED RWY. PLT DEVIATION LCL CTLR FAILED TO STATE DEP RWY WITH MULTIPLE RWYS IN USE. OPERATIONAL ERROR SYSTEM ERROR.

Narrative: SMT X WAS TAXIED TO RWY 16 FOR AN INTXN DEP FROM RWY 23R. AT THE TIME RWY 23 R WAS CLOSED AND THERE WERE BARRICADES PLACED JUST S OF TXWY C AND JUST N OF TXWY S ON THE RWY. THE PLT OF SMT X WHICH WAS ON AN IFR FLT PLAN HAD THE CURRENT ATIS INFO WHICH STATED THAT RWY 23R WAS CLOSED. THE PLT ADVISED ME THAT HE WAS READY FOR DEP ON RWY 23R. I DID NOT HEAR THE LAST PART OF THIS XMISSION. I TAXIED THE ACFT INTO POS TO HOLD AS THERE WAS ANOTHER ACFT ON RWY 16. SMT X APPEARED TO START A LEFT TURN TO LINE UP ON RWY 16. AT THIS TIME I SCANNED THE RWY TO BE SURE THE PREVIOUS LNDG ACFT WAS CLR, THEN I SCANNED THE DEP CORRIDOR TO BE SURE MY HELI DEP AND FISH SPOTTER WOULD NOT BE IN SMT X'S PATH OF FLT. THERE WAS ALSO AN ACFT ON A 3-4 MI FINAL FOR RWY 16. NORMALLY SMT X WOULD HAVE RECEIVED A RIGHT TURN TO A HDG OF 220 DEGS, BUT THIS WOULD HAVE PLACED THE ACFT IN DIRECT CONFLICT WITH THE FISH SPOTTER. I ADVISED SMT X TO FLY RWY HDG AND CLRED HIM FOR TKOF. I THEN TURNED TO ISSUE TFC TO THE HELI DEP. AS I TURNED BACK TO SCAN THE FIELD I OBSERVED SMT X ROLLING ON RWY 23R. AT THIS POINT I FELT THAT IF ANY INSTRUCTIONS WERE GIVEN THE ACFT MIGHT HAVE HIT A BARRIER. THE ACFT DEPARTED W/O INCIDENT. THE FACT THAT THE PLT HAD THE ATIS WHICH STATED THE RWY 23R WAS CLOSED AND THE FACT THAT THE ACFT WAS TAXIED TO RWY 16 SHOULD HAVE PREVENTED THE PLT FROM DEPARTING OFF NOT ONLY THE WRONG RWY BUT A CLOSED RWY. ALSO THE BARRIERS SHOULD HAVE BEEN VISIBLE TO THE PLT PRIOR TO TKOF. THE #S ON THE RWY 23R/L WERE NOT CROSSED OUT.
