Narrative:
Air carrier X departed runway 22 at roc climbing to 10000'. Air carrier X was stopped at 8000 to 10000'. Air carrier X was stopped at 8000' for overflt 9000' traffic. When air carrier X was clear of traffic, he was climbed to 11000'. Altitude should have been 10000'. 11000' was on my mind as center aircraft Y inbound from northwest (toward air carrier X) was not coordinated and descending from 11000 to 7000'. Loss of standard sep did not occur. At the time of occurrence, traffic was extremely busy both VFR and IFR.

Narrative: ACR X DEPARTED RWY 22 AT ROC CLBING TO 10000'. ACR X WAS STOPPED AT 8000 TO 10000'. ACR X WAS STOPPED AT 8000' FOR OVERFLT 9000' TFC. WHEN ACR X WAS CLR OF TFC, HE WAS CLBED TO 11000'. ALT SHOULD HAVE BEEN 10000'. 11000' WAS ON MY MIND AS CENTER ACFT Y INBND FROM NW (TOWARD ACR X) WAS NOT COORDINATED AND DSNDING FROM 11000 TO 7000'. LOSS OF STANDARD SEP DID NOT OCCUR. AT THE TIME OF OCCURRENCE, TFC WAS EXTREMELY BUSY BOTH VFR AND IFR.
