Narrative:
We departed teb VFR on runway 01. The flight went over the patterson NDB, under the nyc TCA. We obtained clearance through the essex county air traffic area at 2500' MSL, westbound. As we cleared the essex county air traffic area and the west border of the nyc TCA, we initiated a climb and switched to ewr departure for VFR advisories. During this process, before even a call was made on the radio, the copilot and I spotted a twin engine commuter airline jet aircraft 90 degrees to our right and above us. We immediately leveled off. He passed behind and above, initiating a left turn when almost overhead. If we had radar advisories or if we had spotted this aircraft earlier, this situation could have been avoided. Approximately half the time radar advisories are requested in this area, it has been my experience the controllers are too busy.

Title: NMAC BETWEEN ATX SMT AND TWIN COMMUTER JET NEAR TEB.
Narrative: WE DEPARTED TEB VFR ON RWY 01. THE FLT WENT OVER THE PATTERSON NDB, UNDER THE NYC TCA. WE OBTAINED CLRNC THROUGH THE ESSEX COUNTY ATA AT 2500' MSL, WBND. AS WE CLRED THE ESSEX COUNTY ATA AND THE W BORDER OF THE NYC TCA, WE INITIATED A CLB AND SWITCHED TO EWR DEP FOR VFR ADVISORIES. DURING THIS PROCESS, BEFORE EVEN A CALL WAS MADE ON THE RADIO, THE COPLT AND I SPOTTED A TWIN ENG COMMUTER AIRLINE JET ACFT 90 DEGS TO OUR RIGHT AND ABOVE US. WE IMMEDIATELY LEVELED OFF. HE PASSED BEHIND AND ABOVE, INITIATING A LEFT TURN WHEN ALMOST OVERHEAD. IF WE HAD RADAR ADVISORIES OR IF WE HAD SPOTTED THIS ACFT EARLIER, THIS SITUATION COULD HAVE BEEN AVOIDED. APPROX HALF THE TIME RADAR ADVISORIES ARE REQUESTED IN THIS AREA, IT HAS BEEN MY EXPERIENCE THE CTLRS ARE TOO BUSY.
