Narrative:

On a clear night at dfw our aircraft was cleared to land on runway 17L. A small plane was cleared into position on the same runway and told to expect an immediate departure. The tower got distraction with other planes and forgot to clear the plane on the runway for takeoff. Seeing the anti-collision lights at the end of the runway caused me to ask the tower about the plane. We were immediately told to go around. The controller involved never made another comment. The distraction controller lost track of what was important. If we hadn't seen the anti-collision lights (aptly named) on the runway we could have had an accident.
