Narrative:
Small transport X, was proceeding rod direct eri at 9000'. Approaching the cle ARTCC boundary 25 northeast of rod, cle ARTCC had not taken the handoff. When we called, they had us spin. Small transport X because they had traffic at 9000'. They had tried to call us but the cle 25 line was out of service and neither facility knew it.

Title: INTERFAC COM EQUIPMENT PROBLEM TELEPHONE LINE FAILED BETWEEN ZID AND ZOB.
Narrative: SMT X, WAS PROCEEDING ROD DIRECT ERI AT 9000'. APCHING THE CLE ARTCC BOUNDARY 25 NE OF ROD, CLE ARTCC HAD NOT TAKEN THE HDOF. WHEN WE CALLED, THEY HAD US SPIN. SMT X BECAUSE THEY HAD TFC AT 9000'. THEY HAD TRIED TO CALL US BUT THE CLE 25 LINE WAS OUT OF SVC AND NEITHER FAC KNEW IT.
