Narrative:
Mlt X was on a heading to the orl VOR, descending to 3000'. The aircraft was 3 NM northwest of the VOR when it was issued a clearance for a visibility approach to runway 18L at mco with a restriction to maintain 2500' until south of the orl VOR. Air carrier Y was 7 mi north of the orl VOR southbound at 3000'. When mlt X reached the VOR (orl) it made a hard left turn at 3000' and was converging with air carrier Y. Air carrier Y was issued a heading (right turn) 270 degrees to avoid mlt X, then issued an immediate right turn to 290 degrees. Mlt X then turned back toward mco and completed the approach. Air carrier Y was then turned toward mco and issued an approach clearance. Mlt X pilot was asked later on the phone why he made this maneuver and he had no response. The far's should clarify that a pilot is to advise ATC if he cannot comply with an ATC clearance and the pilot cannot deviate from his assigned route (reverse course) west/O advising ATC.

Title: MLT X NON ADHERENCE TO ATC CLRNC HAD LESS THAN STANDARD SEPARATION FROM ACR Y.
Narrative: MLT X WAS ON A HDG TO THE ORL VOR, DSNDING TO 3000'. THE ACFT WAS 3 NM NW OF THE VOR WHEN IT WAS ISSUED A CLRNC FOR A VIS APCH TO RWY 18L AT MCO WITH A RESTRICTION TO MAINTAIN 2500' UNTIL S OF THE ORL VOR. ACR Y WAS 7 MI N OF THE ORL VOR SBND AT 3000'. WHEN MLT X REACHED THE VOR (ORL) IT MADE A HARD LEFT TURN AT 3000' AND WAS CONVERGING WITH ACR Y. ACR Y WAS ISSUED A HDG (RIGHT TURN) 270 DEGS TO AVOID MLT X, THEN ISSUED AN IMMEDIATE RIGHT TURN TO 290 DEGS. MLT X THEN TURNED BACK TOWARD MCO AND COMPLETED THE APCH. ACR Y WAS THEN TURNED TOWARD MCO AND ISSUED AN APCH CLRNC. MLT X PLT WAS ASKED LATER ON THE PHONE WHY HE MADE THIS MANEUVER AND HE HAD NO RESPONSE. THE FAR'S SHOULD CLARIFY THAT A PLT IS TO ADVISE ATC IF HE CANNOT COMPLY WITH AN ATC CLRNC AND THE PLT CANNOT DEVIATE FROM HIS ASSIGNED RTE (REVERSE COURSE) W/O ADVISING ATC.
