Narrative:
Air carrier X was cleared to FL310. At about FL290 TCASII indicated traffic head on at FL310. We asked taegu control if they had the traffic. Taegu control did not reply. At about FL300 the yellow TA light activated. We started a bank away from the traffic. We then received a red RA light and a climb command. Since we were in a climb we increased the power. The traffic passed off our right and the RA indicated 200 ft. It appeared to us that we received climb resolution followed by a descent resolution which we felt was contrary to the operation of the system. We recalled the event was over in seconds. Taegu control eventually confirmed the aircraft was an fgt.

Title: ACR X TCASII TA RA CLB NON ADHERENCE TO ATC CLRNC MADE TURN HAD LTSS FROM FGT. SYS ERROR. EVASIVE ACTION TAKEN.
Narrative: ACR X WAS CLRED TO FL310. AT ABOUT FL290 TCASII INDICATED TFC HEAD ON AT FL310. WE ASKED TAEGU CTL IF THEY HAD THE TFC. TAEGU CTL DID NOT REPLY. AT ABOUT FL300 THE YELLOW TA LIGHT ACTIVATED. WE STARTED A BANK AWAY FROM THE TFC. WE THEN RECEIVED A RED RA LIGHT AND A CLB COMMAND. SINCE WE WERE IN A CLB WE INCREASED THE PWR. THE TFC PASSED OFF OUR R AND THE RA INDICATED 200 FT. IT APPEARED TO US THAT WE RECEIVED CLB RESOLUTION FOLLOWED BY A DSCNT RESOLUTION WHICH WE FELT WAS CONTRARY TO THE OP OF THE SYS. WE RECALLED THE EVENT WAS OVER IN SECONDS. TAEGU CTL EVENTUALLY CONFIRMED THE ACFT WAS AN FGT.
