Narrative:
The approach was an ILS runway 16R [to] rjaa. The winds were gusting at touchdown. Earlier there had been reports of severe wind shear but at the time of the event; things seemed to be getting better. There was light to moderate turbulence all the way down final. I disconnected the autopilot at 800 AGL; it was having a rough time dealing with a 25 kt right crosswind on final. We were stable from 1;000 feet until in the flare. At approximately 35 feet the aircraft seemed to quit flying and felt as if it were slammed to the ground. The jet touched down approximately 35 ft left of centerline and bounced. The first officer (first officer) announced go around and I executed a go around. Shortly after executing the go around; approximately 100 feet AGL; tower asked if [we] had struck the tail of the aircraft on the runway. The first officer answered no; but this untimely question was distracting at least. We were asked to level off at 4;000 feet and contact departure. There was some discussion in the cockpit and the after takeoff checklist was completed before we contacted nrt departure. I failed to select navigation on the go around; therefore we were flying runway heading. Departure asked us our intentions and after a brief discussion we ask for vectors ILS 16R. The follow on approach and landing were uneventful and I wrote up a firm touchdown upon block in.
