Narrative:
My aircraft small aircraft X nwbnd heading 310 degrees, en route to sql and level at 10500'. The other aircraft small transport Y was descending, heading approximately 200 degrees. Both aircraft were in contact with ZLA. Presume small transport Y was VFR but unverified. ZLA called traffic for me: '1 O'clock, 7 mi, southwest heading,' and called corresponding traffic for small transport Y. Both of us replied 'looking.' continued calls from center at 5 mi, 3 mi and 1 mi. Continued 'looking/negative contact' calls from both aircraft. At 'less than 1 mi' we both had visibility contact. I took evasive action with left turn and climb. Small transport Y passed slightly behind, slightly below. Actual position at time of visibility contact was 2-3 O'clock. Comments: I was not scanning widely enough. Actual position was 2-3 O'clock, not 1 O'clock. Also, small transport Y was on direct collision course and hence a frontal profile for the entire time making visibility contact more difficult. Neither pilot asked for nor was given altitudes or vectors for avoidance. ATC could have requested/suggested 'stop descent' or 'expedite descent' to small transport Y, but did not do so.
Original NASA ASRS Text
Title: NMAC BETWEEN SMA X AND CPR SMT Y IN THE VICINITY OF PRB.
Narrative: MY ACFT SMA X NWBND HDG 310 DEGS, ENRTE TO SQL AND LEVEL AT 10500'. THE OTHER ACFT SMT Y WAS DSNDING, HDG APPROX 200 DEGS. BOTH ACFT WERE IN CONTACT WITH ZLA. PRESUME SMT Y WAS VFR BUT UNVERIFIED. ZLA CALLED TFC FOR ME: '1 O'CLOCK, 7 MI, SW HDG,' AND CALLED CORRESPONDING TFC FOR SMT Y. BOTH OF US REPLIED 'LOOKING.' CONTINUED CALLS FROM CENTER AT 5 MI, 3 MI AND 1 MI. CONTINUED 'LOOKING/NEGATIVE CONTACT' CALLS FROM BOTH ACFT. AT 'LESS THAN 1 MI' WE BOTH HAD VIS CONTACT. I TOOK EVASIVE ACTION WITH LEFT TURN AND CLB. SMT Y PASSED SLIGHTLY BEHIND, SLIGHTLY BELOW. ACTUAL POS AT TIME OF VIS CONTACT WAS 2-3 O'CLOCK. COMMENTS: I WAS NOT SCANNING WIDELY ENOUGH. ACTUAL POS WAS 2-3 O'CLOCK, NOT 1 O'CLOCK. ALSO, SMT Y WAS ON DIRECT COLLISION COURSE AND HENCE A FRONTAL PROFILE FOR THE ENTIRE TIME MAKING VIS CONTACT MORE DIFFICULT. NEITHER PLT ASKED FOR NOR WAS GIVEN ALTS OR VECTORS FOR AVOIDANCE. ATC COULD HAVE REQUESTED/SUGGESTED 'STOP DSNT' OR 'EXPEDITE DSNT' TO SMT Y, BUT DID NOT DO SO.
