Narrative:
Prior to taxi, first officer understood to taxi to runway 17R (the runway we had just previously landed on). As we taxied, I verified with the first officer 'runway 17R?', and was assured. Approaching runway 14 on taxiway B, I challenged 'clear right' while simultaneously clearing left. I observed nothing! A few seconds later my peripheral vision caught movement as the tower told us to stop. A gray small aircraft crossed 20-30' in front of our nose in a landing flare. Tower then advised that we had been cleared to runway 14 for departure. Such may have been the case because neither myself or the first officer could definitely recall 14 or 17R. I looked at our takeoff data card and the runway portion of the ATIS section was blank because laredo has no ATIS and the last sequence is requested and given west/O a runway. Factors: crew may have been mind-locked on 17R, our arrival runway. Aircraft was diligently cleared prior to the attempted 14 crossing. I believe the aircraft wasn't because of the wide wind shield sidepost. Lack of ATIS at a controled field gets crews out of sync. Gray color of arriving aircraft and no landing lights shown. Were it not for an aware tower operator and my chance sighting, I wouldn't be writing this note!

Title: UNAUTH UNCOORDINATED RWY ENTRY.
Narrative: PRIOR TO TAXI, F/O UNDERSTOOD TO TAXI TO RWY 17R (THE RWY WE HAD JUST PREVIOUSLY LANDED ON). AS WE TAXIED, I VERIFIED WITH THE F/O 'RWY 17R?', AND WAS ASSURED. APCHING RWY 14 ON TXWY B, I CHALLENGED 'CLR RIGHT' WHILE SIMULTANEOUSLY CLRING LEFT. I OBSERVED NOTHING! A FEW SECS LATER MY PERIPHERAL VISION CAUGHT MOVEMENT AS THE TWR TOLD US TO STOP. A GRAY SMA CROSSED 20-30' IN FRONT OF OUR NOSE IN A LNDG FLARE. TWR THEN ADVISED THAT WE HAD BEEN CLRED TO RWY 14 FOR DEP. SUCH MAY HAVE BEEN THE CASE BECAUSE NEITHER MYSELF OR THE F/O COULD DEFINITELY RECALL 14 OR 17R. I LOOKED AT OUR TKOF DATA CARD AND THE RWY PORTION OF THE ATIS SECTION WAS BLANK BECAUSE LAREDO HAS NO ATIS AND THE LAST SEQUENCE IS REQUESTED AND GIVEN W/O A RWY.
