Narrative:
VFR flight in turboprop small transport from sacramento, ca to oak. I departed sacramento executive airport utilizing flight following with sacramento approach control and an identing transponder code. Climbed to 8500' VFR and was shortly handed off to travis approach control en route to oak. When approximately 24 mi from oak I asked travis approach control for a VFR descend for landing at oak. Travis approach control responded, 'cleared for descent.' I began descending VFR and approximately 1 min later travis approach told me to contact bay approach. Upon contacting bay approach the controller stated that only bay approach control could issue clrncs to enter the oak TCA. When I stated travis approach control had cleared me for a VFR descent prior to handing me to bay approach they again repeated that only bay approach could issue this clearance. After landing at oak I called bay approach control on the phone. After discussing the confusion with 1 of the controllers they stated that the travis controller was at fault for clearing me to descend at that time which placed my aircraft in the oak TCA. I asked for and received clearance to descend into the oak TCA from travis approach control, which evidently does not have this authority west/O coordinating properly with bay approach control. I do not believe any unsafe or hazardous condition was created by this confusion but I do suggest that these controllers converse and coordinate more actively with the aircraft involved.

Title: UNAUTH UNCOORDINATED PENETRATION OF AIRSPACE.
Narrative: VFR FLT IN TURBOPROP SMT FROM SACRAMENTO, CA TO OAK. I DEPARTED SACRAMENTO EXECUTIVE ARPT UTILIZING FLT FOLLOWING WITH SACRAMENTO APCH CTL AND AN IDENTING XPONDER CODE. CLBED TO 8500' VFR AND WAS SHORTLY HANDED OFF TO TRAVIS APCH CTL ENRTE TO OAK. WHEN APPROX 24 MI FROM OAK I ASKED TRAVIS APCH CTL FOR A VFR DSND FOR LNDG AT OAK. TRAVIS APCH CTL RESPONDED, 'CLRED FOR DSNT.' I BEGAN DSNDING VFR AND APPROX 1 MIN LATER TRAVIS APCH TOLD ME TO CONTACT BAY APCH. AFTER LNDG AT OAK I CALLED BAY APCH CTL ON THE PHONE. I DO NOT BELIEVE ANY UNSAFE OR HAZARDOUS CONDITION WAS CREATED BY THIS CONFUSION BUT I DO SUGGEST THAT THESE CTLRS CONVERSE AND COORDINATE MORE ACTIVELY WITH THE ACFT INVOLVED.
