Narrative:
Descending on radar vector 20 NM southwest of ewr. Scattered cumulus in area. Passing 7400' saw light twin turbo propeller, white with red trim, red letter on tail, t-tail. He was 9:30 to me and 1000' away. Passed direct over us 100-200'. Called approach and was told, 'he just popped up on our radar.'
