Narrative:

Medium large transport X was cleared into position on runway 12R while an medium large transport Y was cleared for takeoff on runway 22 at hou. Shortly after medium large transport Y lifted off. The tower asked if we, medium large transport X, could maintain visibility on medium large transport Y as he would be turning east through our departure path. There was a scattered cloud condition at 3000'. We replied that we thought we could maintain visibility, but weren't sure. The tower replied he could maintain visibility on both of us and cleared us, medium large transport X, for takeoff with a right turn to 150 degrees after takeoff. After takeoff and passing 1000' we commenced a right turn to 150 degrees when we encountered an spc heading in the opp direction at 1500' approximately 1000' to our right. Had we started our turn earlier we would have had a near miss. Tower said they were too busy to inform us of the spc location.

Title: ATCT LCL CTLR RELEASED A DEP WITH A RIGHT TURN INTO THE FACE OF AN ARRIVING ACFT WITHOUT PROPER SEPARATION.

Narrative: MLG X WAS CLRED INTO POS ON RWY 12R WHILE AN MLG Y WAS CLRED FOR TKOF ON RWY 22 AT HOU. SHORTLY AFTER MLG Y LIFTED OFF. THE TWR ASKED IF WE, MLG X, COULD MAINTAIN VIS ON MLG Y AS HE WOULD BE TURNING E THROUGH OUR DEP PATH. THERE WAS A SCATTERED CLOUD CONDITION AT 3000'. WE REPLIED THAT WE THOUGHT WE COULD MAINTAIN VIS, BUT WEREN'T SURE. THE TWR REPLIED HE COULD MAINTAIN VIS ON BOTH OF US AND CLRED US, MLG X, FOR TKOF WITH A RIGHT TURN TO 150 DEGS AFTER TKOF. AFTER TKOF AND PASSING 1000' WE COMMENCED A RIGHT TURN TO 150 DEGS WHEN WE ENCOUNTERED AN SPC HDG IN THE OPP DIRECTION AT 1500' APPROX 1000' TO OUR RIGHT. HAD WE STARTED OUR TURN EARLIER WE WOULD HAVE HAD A NEAR MISS. TWR SAID THEY WERE TOO BUSY TO INFORM US OF THE SPC LOCATION.
