Narrative:
Departure porte 7 behind 2 other aircraft on same routing to lax. Strong sun in the eyes and glare from the top of the glare shield creating difficulty seeing the panel. Center reclred us from FL230 to 17000' and to resume normal speed. Misread my DME while accelerating with slightly reduced rate of climb. Missed the 55D at or above 13000' and turned to 090 degrees. At 11000' center asked if we were going to make the 13000' restriction, which we then made at 58D, and were given a 080 degree heading. Spoon fed altitude increases and heading changes to get spacing. First leg of the day and we found out that we were not as sharp as we felt. Since deregulation, airline management has proven themselves to be irresponsible. 3 or 4 aircraft going to the same place at the same time is asinine, wastes resources, increases workload, overloads the system, increases fatigue that leads to errors. Flow control doesn't work. The FAA should be proactive for once and require departures to be spread throughout the day rather than 3 rush periods.

FLOW CTL DOESN'T WORK. THE FAA SHOULD BE PROACTIVE FOR ONCE AND REQUIRE DEPS TO BE SPREAD THROUGHOUT THE DAY RATHER THAN 3 RUSH PERIODS.
