Narrative:

Abeam the airport I had the airport in sight (we were being vectored for visibility approach runway 24R at lax) so I told the copilot to tell approach the airport was in sight. Visibility was 10 mi. As we turned base to final, the sun was in a position to obscure the runway. The smog looking into the sun reduced visibility also. At the same time the controller said, 'where are you going?' the localizer was crossed. I executed a turn to recapture the localizer. The controller also asked if I had the aircraft off to our left in sight. He said the aircraft was 500' below us. No collision threat was made apparent to me. I had intended on telling the controller that the runway was obscured just as he questioned me on my direction of fly. After we captured the localizer for 24R we informed him the visibility was reduced in the turn into the sun. I believe these visibility approachs are bad in the left.a. Basin because of the smog-sun situation and never intend accepting another one if the sun is setting. I also believe the controller should have told us about the traffic earlier on the parallel runway as this could have been a problem if I had been 500' lower.

Title: ACFT TURNING FROM BASE TO FINAL APCH OVERSHOOTS THE TURN AND HAS NMAC WITH MLG ON FINAL FOR A PARALLEL RWY.

Narrative: ABEAM THE ARPT I HAD THE ARPT IN SIGHT (WE WERE BEING VECTORED FOR VIS APCH RWY 24R AT LAX) SO I TOLD THE COPLT TO TELL APCH THE ARPT WAS IN SIGHT. VISIBILITY WAS 10 MI. AS WE TURNED BASE TO FINAL, THE SUN WAS IN A POS TO OBSCURE THE RWY. THE SMOG LOOKING INTO THE SUN REDUCED VISIBILITY ALSO. AT THE SAME TIME THE CTLR SAID, 'WHERE ARE YOU GOING?' THE LOC WAS CROSSED. I EXECUTED A TURN TO RECAPTURE THE LOC. THE CTLR ALSO ASKED IF I HAD THE ACFT OFF TO OUR LEFT IN SIGHT. HE SAID THE ACFT WAS 500' BELOW US. NO COLLISION THREAT WAS MADE APPARENT TO ME. I HAD INTENDED ON TELLING THE CTLR THAT THE RWY WAS OBSCURED JUST AS HE QUESTIONED ME ON MY DIRECTION OF FLY. AFTER WE CAPTURED THE LOC FOR 24R WE INFORMED HIM THE VISIBILITY WAS REDUCED IN THE TURN INTO THE SUN. I BELIEVE THESE VIS APCHS ARE BAD IN THE L.A. BASIN BECAUSE OF THE SMOG-SUN SITUATION AND NEVER INTEND ACCEPTING ANOTHER ONE IF THE SUN IS SETTING. I ALSO BELIEVE THE CTLR SHOULD HAVE TOLD US ABOUT THE TFC EARLIER ON THE PARALLEL RWY AS THIS COULD HAVE BEEN A PROB IF I HAD BEEN 500' LOWER.
