Narrative:
My aircraft was cleared to land by the tower. Approximately 1 1/2-2 mi from T/D an small aircraft Y was noticed overtaking me on my right side and descending. At that point he contacted tower and said his intentions and that he had me in sight. Tower instructed him to turn right as I had priority. I performed no evasive action as we were both moving further apart. I continued my approach and landed west/O incident. Upon phoning tower I was told they were innocent as he was on an INS talking to center. The pilot claimed he never saw me. However, the tower knew that he was coming and never told me. I had no way of seeing him as he approached me from above and behind. The tower chief also told me that he was on radar from mia and they did not have the capability to see my plane and warn that pilot. Another factor contributing: fpr tower was called by ZMA and told that the small aircraft Y was approximately 11 mi northwest of field, when in fact he was 2 mi west. The tower chief informed me that mia's radar was not accurate for fpr area. Question #1: so why is it being used? Question #2: why would the tower not admit that they could have informed me of an IFR inbound? Question #3: what if I had been 10 seconds faster or slower, or even 10' higher?

Title: WHILE AN ACFT WAS DESCENDING ON FINAL APCH TO LAND, ANOTHER ACFT FLEW IN CLOSE PROX BEFORE CONTACTING THE TWR.
Narrative: MY ACFT WAS CLRED TO LAND BY THE TWR. APPROX 1 1/2-2 MI FROM T/D AN SMA Y WAS NOTICED OVERTAKING ME ON MY RIGHT SIDE AND DSNDING. AT THAT POINT HE CONTACTED TWR AND SAID HIS INTENTIONS AND THAT HE HAD ME IN SIGHT. TWR INSTRUCTED HIM TO TURN RIGHT AS I HAD PRIORITY. I PERFORMED NO EVASIVE ACTION AS WE WERE BOTH MOVING FURTHER APART. I CONTINUED MY APCH AND LANDED W/O INCIDENT. UPON PHONING TWR I WAS TOLD THEY WERE INNOCENT AS HE WAS ON AN INS TALKING TO CENTER. THE PLT CLAIMED HE NEVER SAW ME. HOWEVER, THE TWR KNEW THAT HE WAS COMING AND NEVER TOLD ME. I HAD NO WAY OF SEEING HIM AS HE APCHED ME FROM ABOVE AND BEHIND. THE TWR CHIEF ALSO TOLD ME THAT HE WAS ON RADAR FROM MIA AND THEY DID NOT HAVE THE CAPABILITY TO SEE MY PLANE AND WARN THAT PLT.
