Narrative:
I was flying an small aircraft on a VFR flight from fdk to int on V453. Approximately 10 mi ssw of csn VORTAC, while flying at 4500' MSL, an small transport jet, coming at me from my 3 O'clock position, passed just under (perhaps 300') and behind me. The jet then slowed down and turned right to parallel my course for 2 mins, then accelerated and turned right to proceed west, perhaps toward charlottesville, va. If the jet was VFR, he was flying east at the wrong VFR altitude. I was not in contact with any ATC facility at the time. Jet was much faster than I. My conclusion is that operators of turbo jet aircraft who choose to fly VFR, low and fast, at the wrong VFR cruise altitudes, in the vicinity of busy terminal areas such as washington, dc, should expect to encounter many slower aircraft, presenting extreme jeopardy to occupants of both aircraft. The jet operation, in this instance, constituted inefficient and illegal use of airspace.

Title: CLOSE PROX GA-SMA GA-SMT SOUTH OF CSN.
Narrative: I WAS FLYING AN SMA ON A VFR FLT FROM FDK TO INT ON V453. APPROX 10 MI SSW OF CSN VORTAC, WHILE FLYING AT 4500' MSL, AN SMT JET, COMING AT ME FROM MY 3 O'CLOCK POS, PASSED JUST UNDER (PERHAPS 300') AND BEHIND ME. THE JET THEN SLOWED DOWN AND TURNED RIGHT TO PARALLEL MY COURSE FOR 2 MINS, THEN ACCELERATED AND TURNED RIGHT TO PROCEED W, PERHAPS TOWARD CHARLOTTESVILLE, VA. IF THE JET WAS VFR, HE WAS FLYING E AT THE WRONG VFR ALT. I WAS NOT IN CONTACT WITH ANY ATC FAC AT THE TIME. JET WAS MUCH FASTER THAN I. MY CONCLUSION IS THAT OPERATORS OF TURBO JET ACFT WHO CHOOSE TO FLY VFR, LOW AND FAST, AT THE WRONG VFR CRUISE ALTS, IN THE VICINITY OF BUSY TERMINAL AREAS SUCH AS WASHINGTON, DC, SHOULD EXPECT TO ENCOUNTER MANY SLOWER ACFT, PRESENTING EXTREME JEOPARDY TO OCCUPANTS OF BOTH ACFT. THE JET OPERATION, IN THIS INSTANCE, CONSTITUTED INEFFICIENT AND ILLEGAL USE OF AIRSPACE.
