Narrative:
Cpr X was cleared to land runway 28 at tuc and small aircraft Y was cleared to stop and go runway 18. Small aircraft Z, 8 mi southwest of airport, got stuck microphone on 124.2 local frequency. Small aircraft Y was given short delay on runway 18 and slow to takeoff. Both cpr X and small aircraft Y is critical phase of flight to proceed with any other plan. The stuck microphone delayed clrncs shortly. Frequency was clear for short time prior to occurrence. Cpr X crossed over #south of runway 28 as small aircraft Y was in intersection of 2 runways. Approximately 5000' between 2 aircraft.

Narrative: CPR X WAS CLRED TO LAND RWY 28 AT TUC AND SMA Y WAS CLRED TO STOP AND GO RWY 18. SMA Z, 8 MI SW OF ARPT, GOT STUCK MIC ON 124.2 LCL FREQ.
