Narrative:
Had a new radio installed at airport facility at fxe. Pulled my home built tail dragger out of their hangar. Started engine. Cleared area. Pulled ahead to check radio and started to make south turns for visibility. My propeller contacted a plane on flight line with its engine off. Damaged my propeller and nose cone on other plane. Being a tail dragger visibility is poor straight ahead. At no time was it my intention to fly nor did I start the plane in the hangar. The FAA called me at home and said they had a witness who saw me start the plane in the hangar. I did not start the plane in the hangar. As a matter of fact, 3 people working at the facility helped me push it outside making sure the small tail wheel cleared the track of the large hangar doors.

Title: PROP STRIKE ON PARKED ACFT WHILE IN A TAXI OPERATION WITHOUT GND CTLR CLRNC. LATER ACCUSED BY FAA FOR STARTING ENGINE INSIDE HANGAR.
