Narrative:
Air carrier X T/SF340/B TCAS equipped, other aircraft was air carrier Y fat-lax. We were cleared by socal for a visual approach runway 24R. Heard socal clear air carrier Y for a visual approach runway 24L at lax and 'pull up alongside air carrier X do not pass,' when air carrier Y checked in with lax tower, tower told them they could pass us to runway 24L. This pull up alongside is non-standard and an unapproved controller technique. It is a clearance to fly formation flight-without a designated flight lead and in violation of pt 121. I spoke with the captain and first officer of air carrier Y not to accept this type of clearance. Socal should be instructed not to use this technique.

Narrative: ACR X T/SF340/B TCAS EQUIPPED, OTHER ACFT WAS ACR Y FAT-LAX. WE WERE CLRED BY SOCAL FOR A VISUAL APCH RWY 24R. THIS PULL UP ALONGSIDE IS NON-STANDARD AND AN UNAPPROVED CTLR TECHNIQUE. IT IS A CLRNC TO FLY FORMATION FLT-WITHOUT A DESIGNATED FLT LEAD AND IN VIOLATION OF PT 121. I SPOKE WITH THE CAPT AND FO OF ACR Y NOT TO ACCEPT THIS TYPE OF CLRNC. SOCAL SHOULD BE INSTRUCTED NOT TO USE THIS TECHNIQUE.
