Narrative:
While executing approach checklists, we realized the flags failed to come down. We carried out the appropriate emergency checklists. The flaps remained in the up position. We requested crash, fire and rescue on the field (cwa), declared an emergency and landed at cwa. After landing, the flaps functioned normally. Maintenance suspected the mechanical signaling linkage to the flaps had frozen in flight. The aircraft was ferried back to our maintenance facility at ord, removed from revenue service until the flaps could be serviced.

Title: COMMUTER LTT LANDED FLAPS UP WITH THE FLAPS FAILED TO EXTEND WHEN SELECTED.
Narrative: WHILE EXECUTING APCH CHKLISTS, WE REALIZED THE FLAGS FAILED TO COME DOWN. WE CARRIED OUT THE APPROPRIATE EMER CHKLISTS. THE FLAPS REMAINED IN THE UP POS. WE REQUESTED CRASH, FIRE AND RESCUE ON THE FIELD (CWA), DECLARED AN EMER AND LANDED AT CWA. AFTER LNDG, THE FLAPS FUNCTIONED NORMALLY. MAINT SUSPECTED THE MECHANICAL SIGNALING LINKAGE TO THE FLAPS HAD FROZEN IN FLT. THE ACFT WAS FERRIED BACK TO OUR MAINT FAC AT ORD, REMOVED FROM REVENUE SVC UNTIL THE FLAPS COULD BE SERVICED.
