Narrative:
My student and I were on approach to apa and we made our initial call-up over franktown. Our initial instructions were to report 2 southeast for a left downwind runway 17L. As we continued inbound. The tower was having problems with 4 other aircraft trying to identify which aircraft was which. I know for a fact that there was a business jet circling, an small transport circling and an small aircraft circling. I cannot remember the other aircraft's type. Their location was from over cherry creek to approximately 3 mi northeast of the airport. I saw numerous landing lights and heard the fiasco over the frequency, and decided to request 28 for landing. I reported 2 mi southeast and requested 28. The tower then told me to say again. I then requested 27. The tower told me to report left base for runway 28. I tried several times to let the tower know that we were established on final. The tower responded once, saying, 'aircraft for 28, stand by.' at that time we started a flare and T/D. I didn't have a clearance to land. I also didn't want to execute a go around--that would have put my flight path across 17L and 17R.

Title: SMA LANDS ON THE WRONG RWY AND LANDS WITHOUT TWR CLRNC.
Narrative: MY STUDENT AND I WERE ON APCH TO APA AND WE MADE OUR INITIAL CALL-UP OVER FRANKTOWN. OUR INITIAL INSTRUCTIONS WERE TO RPT 2 SE FOR A LEFT DOWNWIND RWY 17L. AS WE CONTINUED INBND. THE TWR WAS HAVING PROBS WITH 4 OTHER ACFT TRYING TO IDENT WHICH ACFT WAS WHICH. I KNOW FOR A FACT THAT THERE WAS A BUSINESS JET CIRCLING, AN SMT CIRCLING AND AN SMA CIRCLING. I CANNOT REMEMBER THE OTHER ACFT'S TYPE. THEIR LOCATION WAS FROM OVER CHERRY CREEK TO APPROX 3 MI NE OF THE ARPT. I SAW NUMEROUS LNDG LIGHTS AND HEARD THE FIASCO OVER THE FREQ, AND DECIDED TO REQUEST 28 FOR LNDG. I RPTED 2 MI SE AND REQUESTED 28. THE TWR THEN TOLD ME TO SAY AGAIN. I THEN REQUESTED 27. THE TWR TOLD ME TO RPT LEFT BASE FOR RWY 28. I TRIED SEVERAL TIMES TO LET THE TWR KNOW THAT WE WERE ESTABLISHED ON FINAL. THE TWR RESPONDED ONCE, SAYING, 'ACFT FOR 28, STAND BY.' AT THAT TIME WE STARTED A FLARE AND T/D. I DIDN'T HAVE A CLRNC TO LAND. I ALSO DIDN'T WANT TO EXECUTE A GAR--THAT WOULD HAVE PUT MY FLT PATH ACROSS 17L AND 17R.
