Narrative:
Small aircraft X was on 1/4 mi final and small aircraft Y was instructed to hold short of the runway. Small aircraft Y rolled onto the runway and started his takeoff roll. Small aircraft X was then instructed to go around and overfly the north side of the runway and small aircraft Y was then instructed to continue straight ahead in the upwind. Small aircraft X then drifted over the left runway in front of a third aircraft departing the left runway and was then instructed to correct his drift to the right and continue straight out on the upwind. Small aircraft Y then turned crosswind in front of small aircraft X on the go around over the right runway. After the conflict was resolved, I asked the pilot of small aircraft Y if he was a student pilot or if there was an instructor on board. No response. Several more questions were asked and the only response was confused, and in broken english. The pilot was then asked to return to the field and land. No response and he then departed the control zone.

Title: SMA DEPARTED THE RWY WITHOUT A CLRNC AND CONFLICTED WITH ANOTHER ACFT FORCED TO MAKE A GO AROUND.
Narrative: SMA X WAS ON 1/4 MI FINAL AND SMA Y WAS INSTRUCTED TO HOLD SHORT OF THE RWY. SMA Y ROLLED ONTO THE RWY AND STARTED HIS TKOF ROLL. SMA X WAS THEN INSTRUCTED TO GO AROUND AND OVERFLY THE N SIDE OF THE RWY AND SMA Y WAS THEN INSTRUCTED TO CONTINUE STRAIGHT AHEAD IN THE UPWIND. SMA X THEN DRIFTED OVER THE LEFT RWY IN FRONT OF A THIRD ACFT DEPARTING THE LEFT RWY AND WAS THEN INSTRUCTED TO CORRECT HIS DRIFT TO THE RIGHT AND CONTINUE STRAIGHT OUT ON THE UPWIND. SMA Y THEN TURNED XWIND IN FRONT OF SMA X ON THE GO AROUND OVER THE RIGHT RWY. AFTER THE CONFLICT WAS RESOLVED, I ASKED THE PLT OF SMA Y IF HE WAS A STUDENT PLT OR IF THERE WAS AN INSTRUCTOR ON BOARD. NO RESPONSE. SEVERAL MORE QUESTIONS WERE ASKED AND THE ONLY RESPONSE WAS CONFUSED, AND IN BROKEN ENGLISH. THE PLT WAS THEN ASKED TO RETURN TO THE FIELD AND LAND. NO RESPONSE AND HE THEN DEPARTED THE CTL ZONE.
