Narrative:
Aircraft #1 was cleared from FL390 to FL330 with crossing restr 30 NM south of jot. Captain acknowledged altitude clearance. Approximately 3 mi later descent was initiated and first officer reported 'aircraft #1 departing FL390 for FL300.' ZAU acknowledged with 'roger'. As aircraft #1 descended through FL310 TCASII alerted. Aircraft #1 was leveled and call made to ATC with traffic conflict. ATC saw traffic and advised we were clear of traffic. Captain was given a phone number to contact ZAU when landing at mke. Phone call was handled by the ATC representative and information was given to her of what occurred. She asked for and was given name, address, and certificate number of the captain. A later phone call was made to the ATC representative when we returned to home base jan. At that time, we were informed that no further action would be taken against the flight crew. During their review of the tapes, it was determined to be a controller error due to the fact we reported, out of FL390 for FL300 and it was acknowledged by ZAU.

Title: C650 CREW RECEIVED CLRNC FROM ZAU TO DSND FROM FL390 TO FL330. PLT BELIEVED HE HAD A CLRNC TO FL300. WHEN THE C650 DSNDED THROUGH FL330, IT CONFLICTED WITH A HS25 IN THE AREA.
Narrative: ACFT #1 WAS CLRED FROM FL390 TO FL330 WITH XING RESTR 30 NM S OF JOT. CAPT ACKNOWLEDGED ALT CLRNC. APPROX 3 MI LATER DSCNT WAS INITIATED AND FO RPTED 'ACFT #1 DEPARTING FL390 FOR FL300.' ZAU ACKNOWLEDGED WITH 'ROGER'. AS ACFT #1 DSNDED THROUGH FL310 TCASII ALERTED. ACFT #1 WAS LEVELED AND CALL MADE TO ATC WITH TFC CONFLICT. ATC SAW TFC AND ADVISED WE WERE CLR OF TFC. CAPT WAS GIVEN A PHONE NUMBER TO CONTACT ZAU WHEN LNDG AT MKE. PHONE CALL WAS HANDLED BY THE ATC REPRESENTATIVE AND INFO WAS GIVEN TO HER OF WHAT OCCURRED. SHE ASKED FOR AND WAS GIVEN NAME, ADDRESS, AND CERTIFICATE NUMBER OF THE CAPT. A LATER PHONE CALL WAS MADE TO THE ATC REPRESENTATIVE WHEN WE RETURNED TO HOME BASE JAN. AT THAT TIME, WE WERE INFORMED THAT NO FURTHER ACTION WOULD BE TAKEN AGAINST THE FLC. DURING THEIR REVIEW OF THE TAPES, IT WAS DETERMINED TO BE A CTLR ERROR DUE TO THE FACT WE RPTED, OUT OF FL390 FOR FL300 AND IT WAS ACKNOWLEDGED BY ZAU.
