Narrative:
On takeoff out of slc, we departed on the slc 3 departure, runway heading to 8000'. Passing 300-400' AGL, the copilot spotted traffic at 10 O'clock approximately 1/2 NM. I initially thought the small aircraft was a departure from runway 16L. It was soon evident the small aircraft would cross our flight path. It was too late to turn so I increased my rate of climb so as to achieve V2. We passed directly over the top of the small aircraft by approximately 200'. Just then, the tower issued us a further climb and a right turn to the north. The copilot asked the controller where the small aircraft came from and after some hesitation, he stated 'the small aircraft made a wrong turn.' the small aircraft was flying at approximately 1000' AGL and heading 290 degree. He/she made no attempt to evasively maneuver. We did maneuver but did not depart from our ATC clearance. We advised departure control we would file a near midair collision report. There were no injuries aboard our aircraft. I think there were several factors which contributed to this situation; the small aircraft made a wrong turn, tower failed to monitor/watch the traffic he/she was responsible for, tower failed to notify us of traffic, small aircraft was on another tower frequency.

Title: MLG SMA NMAC IN THE TRAFFIC PATTERN AT SLC.
Narrative: ON TKOF OUT OF SLC, WE DEPARTED ON THE SLC 3 DEP, RWY HDG TO 8000'. PASSING 300-400' AGL, THE COPLT SPOTTED TFC AT 10 O'CLOCK APPROX 1/2 NM. I INITIALLY THOUGHT THE SMA WAS A DEP FROM RWY 16L. IT WAS SOON EVIDENT THE SMA WOULD CROSS OUR FLT PATH. IT WAS TOO LATE TO TURN SO I INCREASED MY RATE OF CLB SO AS TO ACHIEVE V2. WE PASSED DIRECTLY OVER THE TOP OF THE SMA BY APPROX 200'. JUST THEN, THE TWR ISSUED US A FURTHER CLB AND A R TURN TO THE N. THE COPLT ASKED THE CTLR WHERE THE SMA CAME FROM AND AFTER SOME HESITATION, HE STATED 'THE SMA MADE A WRONG TURN.' THE SMA WAS FLYING AT APPROX 1000' AGL AND HDG 290 DEG. HE/SHE MADE NO ATTEMPT TO EVASIVELY MANEUVER. WE DID MANEUVER BUT DID NOT DEPART FROM OUR ATC CLRNC. WE ADVISED DEP CTL WE WOULD FILE A NMAC RPT. THERE WERE NO INJURIES ABOARD OUR ACFT. I THINK THERE WERE SEVERAL FACTORS WHICH CONTRIBUTED TO THIS SITUATION; THE SMA MADE A WRONG TURN, TWR FAILED TO MONITOR/WATCH THE TFC HE/SHE WAS RESPONSIBLE FOR, TWR FAILED TO NOTIFY US OF TFC, SMA WAS ON ANOTHER TWR FREQ.
