Small aircraft X was taxiing to secondary runway was told to hold short of primary. Air carrier Y was cleared for takeoff on the primary runway, small aircraft X xed the primary runway approximately 3660 from departure end. The air carrier Y started an early rotation to avoid the small aircraft X.
