Narrative:
Flaps failed to extend past 25 degree to the 30 degree normal landing setting. We elected to divert to bwi with its longer runways, and nonwatery overrans. Charts indicated that sufficient runway was available at dca, but since we had not made a flap 25 degree landing ever, we felt the diversion was merited.

Title: MLG UNABLE TO EXTEND FLAPS PAST 25 DEGREES, DIVERTS TO ARPT WITH LONGER RWYS.
Narrative: FLAPS FAILED TO EXTEND PAST 25 DEG TO THE 30 DEG NORMAL LNDG SETTING. WE ELECTED TO DIVERT TO BWI WITH ITS LONGER RWYS, AND NONWATERY OVERRANS. CHARTS INDICATED THAT SUFFICIENT RWY WAS AVAILABLE AT DCA, BUT SINCE WE HAD NOT MADE A FLAP 25 DEG LNDG EVER, WE FELT THE DIVERSION WAS MERITED.
