Narrative:
Traffic was moderate to heavy. I had small aircraft X over the landing threshold, touching down when I observed an aircraft crossing the runway downfield. The arrival was on the runway and slowing down before the aircraft cleared the runway. I asked ground what happened and received no reply. I did not at any time approve the crossing. No action was taken concerning this situation. It was not conceivable to have the small aircraft X go around at time of occurrence. The controller in charge at time of the occurrence did not feel the situation warranted action. I later found out that the pilot of the aircraft which had permission from ground control to cross was also upset as he noticed the small aircraft X rolling out on the runway. The following day he advised the controller in charge that he was going to file a report re: the incident.

Title: GND CTLR CLEARED ACFT TO TAXI ACROSS ACTIVE RWY WITHOUT COORD WITH LCL CTLR. SMA WAS LNDG AS ACFT TAXIED ACROSS RWY.
Narrative: TFC WAS MODERATE TO HEAVY. I HAD SMA X OVER THE LNDG THRESHOLD, TOUCHING DOWN WHEN I OBSERVED AN ACFT XING THE RWY DOWNFIELD. THE ARR WAS ON THE RWY AND SLOWING DOWN BEFORE THE ACFT CLRED THE RWY. I ASKED GND WHAT HAPPENED AND RECEIVED NO REPLY. I DID NOT AT ANY TIME APPROVE THE XING. NO ACTION WAS TAKEN CONCERNING THIS SITUATION. IT WAS NOT CONCEIVABLE TO HAVE THE SMA X GO AROUND AT TIME OF OCCURRENCE. THE CIC AT TIME OF THE OCCURRENCE DID NOT FEEL THE SITUATION WARRANTED ACTION. I LATER FOUND OUT THAT THE PLT OF THE ACFT WHICH HAD PERMISSION FROM GND CTL TO CROSS WAS ALSO UPSET AS HE NOTICED THE SMA X ROLLING OUT ON THE RWY. THE FOLLOWING DAY HE ADVISED THE CIC THAT HE WAS GOING TO FILE A RPT RE: THE INCIDENT.
