Narrative:
I was working ground control and received a request from an airport veh towing an aircraft to cross an active runway 12L to a hangar #3. I coordinated the request to local and local approved the crossing. The hangar blocks the view of the end of the runway that was being used in the crossing, so I told the airport veh to report clear of the runway. I then got a couple of other calls from aircraft on the field requesting clrncs and to taxi. Shortly after that, local told me that an aircraft that she had in the pattern did a touch and go on the runway with my veh on it. She said that she scanned the runway and didn't see anything. I told her that the veh in tow was crossing at the point where the hangar blocks your vision to the runway, just as I had coordinated with her earlier. Procedures at pwk state that we report clear before local uses that runway. This potential hazard has existed at pwk for yrs and the airport and the FAA have done little to resolve it.

Title: GND CTLR CLEARED ACFT UNDER TOW TO CROSS ACTIVE RWY AFTER COORD WITH LCL CTLR. LCL CTLR CLEARED SMA FOR TOUCH AND GO BEFORE RWY WAS CLEAR.
Narrative: I WAS WORKING GND CTL AND RECEIVED A REQUEST FROM AN ARPT VEH TOWING AN ACFT TO CROSS AN ACTIVE RWY 12L TO A HANGAR #3. I COORDINATED THE REQUEST TO LCL AND LCL APPROVED THE XING. THE HANGAR BLOCKS THE VIEW OF THE END OF THE RWY THAT WAS BEING USED IN THE XING, SO I TOLD THE ARPT VEH TO RPT CLR OF THE RWY. I THEN GOT A COUPLE OF OTHER CALLS FROM ACFT ON THE FIELD REQUESTING CLRNCS AND TO TAXI. SHORTLY AFTER THAT, LCL TOLD ME THAT AN ACFT THAT SHE HAD IN THE PATTERN DID A TOUCH AND GO ON THE RWY WITH MY VEH ON IT. SHE SAID THAT SHE SCANNED THE RWY AND DIDN'T SEE ANYTHING. I TOLD HER THAT THE VEH IN TOW WAS XING AT THE POINT WHERE THE HANGAR BLOCKS YOUR VISION TO THE RWY, JUST AS I HAD COORDINATED WITH HER EARLIER. PROCS AT PWK STATE THAT WE RPT CLR BEFORE LCL USES THAT RWY. THIS POTENTIAL HAZARD HAS EXISTED AT PWK FOR YRS AND THE ARPT AND THE FAA HAVE DONE LITTLE TO RESOLVE IT.
