Narrative:
After pushback of our heavy transport and a normal start of the right engine. After right engine stabilized and start valve closed the right engine egt gauge radial red limit line did not disappear like it normally does. The problem was relayed ot mechanic on the tug via interphone. During our attempt to get the limit line to disappear we cycled engine bleed xfeed and right engine bleed switches. We were then unable to open the right engine bleed. After pulling and resetting the right engine bleed circuit breaker, the right engine bleed opened normally. This problem was relayed to lga maintenance via radio by first officer . I think both problems were misunderstood by maintenance. Since we were blocking other aircraft from entering ramp area the communication was very brief. Upon arrival in msp we were met by company and FAA inspectors who informed us that someone had called the FAA hotline and alleged that we overtemped an engine on start, then pulled circuit breaker's to remove overtemp indication and then departed. This was a classic cause of misunderstanding and miscom. Lga failed to use the ACARS to contact us or call tower to have them contact us to clear up the issue, which would have prevented this very stressful situation for us.

Title: ACFT HVT FLT CREW ACCUSED OF DEACTIVATING A WARNING CIRCUIT TO FACILITATE A DEP.
Narrative: AFTER PUSHBACK OF OUR HVT AND A NORMAL START OF THE RIGHT ENG. AFTER RIGHT ENG STABILIZED AND START VALVE CLOSED THE RIGHT ENG EGT GAUGE RADIAL RED LIMIT LINE DID NOT DISAPPEAR LIKE IT NORMALLY DOES. THE PROB WAS RELAYED OT MECH ON THE TUG VIA INTERPHONE. DURING OUR ATTEMPT TO GET THE LIMIT LINE TO DISAPPEAR WE CYCLED ENG BLEED XFEED AND RIGHT ENG BLEED SWITCHES. WE WERE THEN UNABLE TO OPEN THE RIGHT ENG BLEED. AFTER PULLING AND RESETTING THE RIGHT ENG BLEED CB, THE RIGHT ENG BLEED OPENED NORMALLY. THIS PROB WAS RELAYED TO LGA MAINT VIA RADIO BY F/O . I THINK BOTH PROBS WERE MISUNDERSTOOD BY MAINT. SINCE WE WERE BLOCKING OTHER ACFT FROM ENTERING RAMP AREA THE COM WAS VERY BRIEF. UPON ARR IN MSP WE WERE MET BY COMPANY AND FAA INSPECTORS WHO INFORMED US THAT SOMEONE HAD CALLED THE FAA HOTLINE AND ALLEGED THAT WE OVERTEMPED AN ENG ON START, THEN PULLED CB'S TO REMOVE OVERTEMP INDICATION AND THEN DEPARTED. THIS WAS A CLASSIC CAUSE OF MISUNDERSTANDING AND MISCOM. LGA FAILED TO USE THE ACARS TO CONTACT US OR CALL TWR TO HAVE THEM CONTACT US TO CLR UP THE ISSUE, WHICH WOULD HAVE PREVENTED THIS VERY STRESSFUL SITUATION FOR US.
