Narrative:
Landing runway 13L, air carrier X cleared to land, followed by air carrier Y also cleared to land. Air carrier Y was 30-40 KTS faster (ground speed) and was informed. When air carrier X on short approach, air carrier Y advised to reduce to final approach speed as he was still gaining on traffic. Air carrier X was asked if he could exit runway 13L at the intersection of runway 22R and he concurred. Air carrier X was then asked if he was clear and the response was 'not yet'. At this point I realized that he had missed runway 22R and was headed for taxiway Y, I turned to tell the air carrier Y to go around but his gear was touching down. (The air carrier X was finally in his turn for exit at Y). Air carrier Y pilot exited at high speed '2A' (prior to intersection of runway 22R), however, air carrier Y and most of air carrier X were on the runway at the same time. To prevent recurrence, quicker decision making and observation of events in order to call the missed approach. Pilot advising that he has missed his assigned exit point.

Title: ACR X NON ADHERENCE TO ATC CLRNC. PLTDEV. ACR X HAD LESS THAN STANDARD SEPARATION FROM ACR Y. SYSTEM ERROR.
Narrative: LNDG RWY 13L, ACR X CLRED TO LAND, FOLLOWED BY ACR Y ALSO CLRED TO LAND. ACR Y WAS 30-40 KTS FASTER (GND SPD) AND WAS INFORMED. WHEN ACR X ON SHORT APCH, ACR Y ADVISED TO REDUCE TO FINAL APCH SPD AS HE WAS STILL GAINING ON TFC. ACR X WAS ASKED IF HE COULD EXIT RWY 13L AT THE INTXN OF RWY 22R AND HE CONCURRED. ACR X WAS THEN ASKED IF HE WAS CLR AND THE RESPONSE WAS 'NOT YET'. AT THIS POINT I REALIZED THAT HE HAD MISSED RWY 22R AND WAS HEADED FOR TXWY Y, I TURNED TO TELL THE ACR Y TO GO AROUND BUT HIS GEAR WAS TOUCHING DOWN. (THE ACR X WAS FINALLY IN HIS TURN FOR EXIT AT Y). ACR Y PLT EXITED AT HIGH SPD '2A' (PRIOR TO INTXN OF RWY 22R), HOWEVER, ACR Y AND MOST OF ACR X WERE ON THE RWY AT THE SAME TIME. TO PREVENT RECURRENCE, QUICKER DECISION MAKING AND OBSERVATION OF EVENTS IN ORDER TO CALL THE MISSED APCH. PLT ADVISING THAT HE HAS MISSED HIS ASSIGNED EXIT POINT.
