Narrative:

Visibility approach to runway 12 bzn on ILS course. 28 mi out approach clearance was received by ZLC for visibility approach bzn. We switched to CTAF frequency 123.65 and all required radio calls were made. Bzn radio responded with WX and all known traffic. At approximately 700' AGL on the ILS runway 12, an small aircraft Y was sighted also flying the ILS course. An abrupt hard right-hand turn, followed by a go around was initiated by the captain, who was flying and first sighted the aircraft. The aircraft was flying extremely slow. It was white and blended in perfectly with the snow covered ground. No required/advisory calls were made by the aircraft. Subsequent conversation face-to-face with pilot of the small aircraft (2 children and wife on board) suggested that the pilot of the small aircraft Y had not observed proper radio procedure. Supplemental information from acn 167582: bzm should have an operating tower and aircraft should have TCAS installed.

Narrative: VIS APCH TO RWY 12 BZN ON ILS COURSE. 28 MI OUT APCH CLRNC WAS RECEIVED BY ZLC FOR VIS APCH BZN. WE SWITCHED TO CTAF FREQ 123.65 AND ALL REQUIRED RADIO CALLS WERE MADE. BZN RADIO RESPONDED WITH WX AND ALL KNOWN TFC. AT APPROX 700' AGL ON THE ILS RWY 12, AN SMA Y WAS SIGHTED ALSO FLYING THE ILS COURSE. AN ABRUPT HARD RIGHT-HAND TURN, FOLLOWED BY A GAR WAS INITIATED BY THE CAPT, WHO WAS FLYING AND FIRST SIGHTED THE ACFT. THE ACFT WAS FLYING EXTREMELY SLOW. IT WAS WHITE AND BLENDED IN PERFECTLY WITH THE SNOW COVERED GND. NO REQUIRED/ADVISORY CALLS WERE MADE BY THE ACFT. SUBSEQUENT CONVERSATION FACE-TO-FACE WITH PLT OF THE SMA (2 CHILDREN AND WIFE ON BOARD) SUGGESTED THAT THE PLT OF THE SMA Y HAD NOT OBSERVED PROPER RADIO PROC. SUPPLEMENTAL INFO FROM ACN 167582: BZM SHOULD HAVE AN OPERATING TWR AND ACFT SHOULD HAVE TCAS INSTALLED.
